Asbestos cement pipe, sold under trade names such as Transite, turns up in Fraser Valley homes drained before roughly 1990. It looks like grey, brittle, fibrous concrete pipe with collar joints. Buried and intact it releases nothing. Cutting, snapping or driving an excavator bucket through it is what puts fibres in the air. Test before you dig.

What is asbestos cement pipe, and why is it in my drainage system?
Asbestos cement pipe is Portland cement reinforced with chrysotile asbestos fibres instead of steel. That made a thin-walled pipe that was strong, rot-proof and cheap, exactly what a builder wanted for buried water and drainage lines. It sold under several trade names, Transite being the one people still say.
The timing matters. HealthLink BC dates asbestos cement pipes in Canadian water systems to the 1940s through the 1960s, and their use has been largely discontinued since the 1970s. Building products were a longer story. WorkSafeBC states that asbestos “was widely used in B.C. as a building material until the early 1990s,” and Canada did not close the door on manufacture, import and sale until the Prohibition of Asbestos and Products Containing Asbestos Regulations came into force on December 30, 2018.
For a homeowner the practical rule is the one HealthLink BC gives in its asbestos file: “If your home was built before 1990, it is more likely to contain asbestos.”
Where it actually shows up in residential drainage is narrower than people expect. On a 1950s to 1970s house in Abbotsford, Chilliwack or Mission, the perimeter drain loop beside the footing is usually clay tile. Asbestos cement is more often the pipe that carries water away from the house: the storm lateral running out to the street or the ditch, buried downspout leader lines, and occasionally a repair section someone spliced in during the 1970s. So the question is never “is my house asbestos,” it is “what is this specific run made of.”
How do you tell asbestos cement pipe from clay tile, concrete or Orangeburg?
You cannot be certain by eye, and nobody honest will tell you otherwise. HealthLink BC is blunt about it: “You can’t always tell just by looking whether a material contains asbestos.” What you can do is narrow it down well enough to know when to stop and test.

The two tells are the surface and the joint. Asbestos cement is a uniform grey with no stone aggregate showing, and it goes chalky where the ground has weathered it. It is also plain-ended, so lengths connect with a separate collar or sleeve rather than the flared bell you see on clay and concrete. A broken edge shows compressed fibre in a cement matrix instead of sand and gravel.
One caution on that fibre pipe row. Published accounts of whether particular no-corrode formulations contained asbestos are inconsistent, which is a reason to test it rather than assume either way.
Is buried asbestos cement pipe actually dangerous?
Intact and buried, no. The hazard is airborne fibre, full stop. The Canadian Centre for Occupational Health and Safety puts it plainly: “Asbestos is a hazard to health when the fibres are disturbed and become airborne,” and products in good condition may not be releasing fibres at all. HealthLink BC says the same thing from the health side: asbestos “only poses a health risk when it becomes damaged.”
BC’s waste rules are built around that distinction, and the wording is worth reading twice. The province’s homeowner guidance on managing waste asbestos explains that waste asbestos becomes hazardous waste when it contains more than 1% asbestos by weight and is friable or the fibres are no longer bound in a matrix, then adds: “Non-friable asbestos wastes may become friable during handling or transportation.” A pipe in the ground is bound. A pipe you break with a bucket is not.
WorkSafeBC draws the same line, and it draws it precisely on the verbs. Under section 6.1 of the Occupational Health and Safety Regulation, work is low risk only while the material is not being “cut, sanded, drilled, broken, ground down or otherwise fragmented” and not otherwise disturbed enough to release fibre. Do any of those and the same job becomes moderate risk, which brings controls, respiratory protection and an exposure control plan under section 6.3 with it. The regulation treats material with at least 0.5% asbestos as asbestos-containing.
Now picture a typical drainage excavation. A bucket clipping an unmarked lateral, a cutoff saw opening a line to install a coupling, a length of pipe snapped in half to fit the trailer. Every one of those is on WorkSafeBC’s list.
What should you do if you think you have it?
Stop, leave it wet, and get a sample tested before anything else happens. The order matters more than the speed.
- Stop work and do not break it further. CCOHS is direct on this point: “Do not disturb asbestos materials yourself.”
- Keep it damp and do not sweep. Dry brushing or sweeping cement debris is the classic way to put fibre in the air after the fact.
- Photograph it in place. Note the depth, the location relative to the house, the diameter and the joint type. That record shapes the whole scope later.
- Have a sample collected and analysed. HealthLink BC’s advice is that “it is always best to hire a professional to collect and test a sample of the material for asbestos.” Locally that means booking asbestos sampling and lab testing across Abbotsford, Chilliwack, Mission and Langley, which is a separate trade from ours.
- Keep the lab report. A negative result frees the excavation immediately. A positive result is the document every other trade on the job will ask for.
- If it has to come out, hire a licensed firm. WorkSafeBC requires that asbestos abatement contractors be licensed in BC and that anyone performing abatement work on buildings hold WorkSafeBC certification. Licensed firms appear on a public registry you can search before you sign anything.
To be clear about our own role: we are a drainage contractor. We do not sample, test, or remove asbestos, and we will not quote a trench through pipe of unknown material.
Why can’t you just dig it up yourself?
Because a homeowner with a shovel and a reciprocating saw is doing exactly what converts a stable buried material into an airborne one, and because the paperwork attaches the moment the pipe breaks. HealthLink BC notes that “removing asbestos from older buildings can increase the risk of exposure and the number of asbestos fibres in the air if proper precautions are not followed.” The removal is often worse than leaving it alone.
The waste side is where DIY plans usually fall apart. Under BC’s Hazardous Waste Regulation, asbestos waste has to be confined by an approved technique, which for the dry method means packaging in a 6 mil plastic bag, sealing it, then sealing that inside a second 6 mil bag. Transport requirements kick in above 5 kg of waste asbestos, and a homeowner generating or storing more than 1,000 kg has to register with the province for a BC Generator Number. Landfills then add their own conditions. The City of Chilliwack caps homeowners at 20 bags per property per day and 100 bags per property per calendar year at Bailey Landfill, requires a Drywall/Asbestos Waste Declaration and Acknowledgement form, and asks for ID confirming the address. A few metres of broken Transite is not a green bin item.
There is a scheduling argument too. If asbestos-containing material shows up mid-excavation that nobody identified beforehand, the work has to stop until it is contained or removed properly. That means an open trench beside your foundation, in a region where the rain does not wait, while sampling and an abatement plan get sorted out. Identifying the pipe first costs a few hundred dollars and a couple of days. Finding out on day two of a perimeter drain replacement costs considerably more.
Can you still replace the perimeter drain if there is asbestos cement in the ground?
Almost always yes, and frequently without touching the asbestos cement at all. Once you know where it is and what it is, it becomes a design constraint rather than a roadblock.
The usual options, in order of how often we end up using them:
- Leave it and connect to it. If the asbestos cement section is the storm lateral and it is sound, the new PVC loop can be joined to it with a mechanical coupling on the existing open end. No cutting, no fragmenting.
- Abandon it in place and reroute. New pipe takes a different line to the discharge point and the old run stays buried and undisturbed. This is often cheaper than removal and it is what the health guidance would point you toward anyway.
- Have it abated, then dig. Reserved for cases where the asbestos cement run is the failed pipe itself and sits directly in the trench line. A licensed abatement contractor removes it, then drainage work proceeds normally.
All three depend on knowing what is down there first, which is the case for starting any older home with a drain camera inspection. The camera will not tell you asbestos content, but it tells you material, depth, condition and where each run goes, which is exactly what a sampling technician needs. It also routinely shows the pipe is silted rather than failed, in which case flushing the existing system avoids the excavation entirely and the asbestos question never comes up.

Frequently Asked Questions
Does asbestos cement drain pipe have to be removed if it is not broken?
No. There is no rule in BC requiring a homeowner to remove intact asbestos cement pipe from their property. HealthLink BC's position is that asbestos only poses a health risk when the material is damaged and fibres get into the air. A buried, unbroken pipe is doing nothing. The decision to remove it is usually driven by the pipe having failed, not by the asbestos itself.
Can a drain camera inspection tell me whether my pipe contains asbestos?
It can tell you the pipe is grey cement with collar joints, which is the signal to stop and test. It cannot confirm asbestos content. Only laboratory analysis of a physical sample collected by a qualified person can do that. Treat the camera as the screening step and the lab report as the answer. Running a camera does not disturb the pipe, so it is safe to do first.
Do WorkSafeBC asbestos rules apply if I dig up my own drain myself?
WorkSafeBC regulates employers and workers, so a homeowner doing unpaid work on their own detached home sits outside most of it. The BC Hazardous Waste Regulation still applies to the waste you create, and the moment you hire anyone the full WorkSafeBC framework attaches to them. In practice the rules stop protecting you at exactly the point where you are the one breathing the dust.
How much of an older Fraser Valley home's drainage could be asbestos cement?

Work stops. Under BC's occupational health and safety framework, discovering asbestos-containing material that was not identified beforehand means the work cannot continue until the material is contained or removed by people qualified to do it. Expect the excavation to sit open while sampling and a plan happen. This is the main reason we push for identification before the machine arrives rather than after.
