Basement Flooded in a Pre-1990 Home? What to Check First

Stop the water source first, then check what you are about to tear out. The order of operations for a flooded basement in an older Fraser Valley home.

Stop the water getting in before you rebuild anything, and in a home built before 1990, find out what the wet material is made of before you tear it out. Both checks are quick and cheap. Doing them in the wrong order is how people rebuild a basement twice, or turn a simple cleanup into a much bigger job.

We are a drainage contractor, so the water source is our end of this. The material question is not our trade, but it lands in the same week for a lot of Fraser Valley homeowners, so here is the whole order of operations in one place.

What should you do in the first 48 hours?

Get the standing water out, get air moving, and start a written record. Drying is the only part of this that is genuinely urgent, and the clock is short: HealthLinkBC advises cleaning and drying water damaged carpets, underlay and building materials within 24 to 48 hours, or considering throwing them out. Health Canada’s guide to addressing moisture and mould indoors takes the same line: fix the moisture, dry the materials, discard what cannot be dried.

Before anything else, deal with electricity. If water reached outlets, extension cords or the panel, kill the power to that area from a dry spot, or call an electrician. Nobody should be standing in water to reach a breaker.

Then photograph everything before you move it. Wide shots of each wall, close-ups of the water line on the drywall, the contents, the floor. Adjusters look at evidence, not descriptions, and almost nobody takes enough pictures. Here is the distinction that saves people money: drying is not demolition. You can pump, run fans, run a dehumidifier, pull contents out and open windows without removing a single piece of wall. That buys you the day or two you need to answer the material question properly, instead of answering it with a pry bar on a Saturday morning.

Why fix the water source before you rebuild?

Because water that came in once through the foundation will come in again, and new drywall does not change the ground outside. Rebuilding first is the single most expensive mistake in this whole sequence.

Start by working out how the water actually arrived, because the fix is different for each:

  • Seepage at the base of the wall or the wall-to-footing joint. Classic hydrostatic pressure from saturated soil, usually a perimeter drain that is silted, root-blocked, crushed or simply old clay tile at the end of its life.
  • Water rising through the slab or a floor crack. A high water table on a flat lot, often on the valley floor in Abbotsford, Chilliwack or Langley.
  • Backing up through a floor drain. A blocked line or an overwhelmed municipal system, which is a different repair path.
  • A burst pipe or failed hot water tank. Nothing to do with drainage, and usually the one scenario a standard policy responds to.

The Fraser Valley context matters here. Abbotsford receives roughly 1,500 mm of precipitation in a normal year according to Environment and Climate Change Canada’s climate normals, and the bulk of it falls between October and March. A basement that flooded during an atmospheric river event in November is being told something about how it will behave every November.

A drain camera inspection runs about $300 to $600 here and tells you whether you are looking at a flush, one crushed section, or a full replacement, before anyone digs. What in a pre-1990 basement needs checking before you tear it out?

The short list is old vinyl or lino flooring and the black mastic under it, drywall joint compound, textured ceiling coat, loose fill insulation including vermiculite, and old pipe and duct wrap in the mechanical room. WorkSafeBC’s homeowner asbestos campaign notes that asbestos turned up in over 3,000 household materials and that homes built before 1990 are likely to contain some of them.

The calm part, and it is worth holding onto: Health Canada’s position is that the risk comes from fibres released into the air. Material that is intact and undisturbed is not doing anything to you. It becomes a problem when it is cut, sanded, scraped, smashed or pulled up, which is exactly what flood demolition is.

Vermiculite deserves a note, because it is a test-do-not-assume material. CCOHS explains that the concern is Zonolite insulation from the Libby mine in Montana, which closed in 1990, and that not all vermiculite sold in Canada before then contains asbestos fibres. Their standing advice is to leave it alone and never handle or remove it yourself if you suspect asbestos.

So if your home is pre-1990 and you are standing over soaked flooring with a pry bar in your hand, the cheap move is a pre-renovation asbestos survey before the first tile comes up. A handful of samples and a couple of days at the lab either clears you to work or tells you which one material needs a different plan.

Do these rules actually apply to a homeowner?

The moment anyone is paid to do the work, yes. Section 20.112 of WorkSafeBC’s Occupational Health and Safety Regulation requires that before work begins on the demolition or renovation of a building, the owner and every employer responsible for that work ensure a qualified person inspects the building to identify hazardous materials, asbestos-containing material included. The wording is about the work, not the year the house was built.

BC has also tightened the trade side of this. Since January 1, 2024, asbestos abatement contractors in this province must hold a WorkSafeBC licence, and workers doing that work must be trained and certified, making BC the first jurisdiction in Canada to require it.

The practical effect on a flooded basement is simple. The restoration company, the drywaller, even a handyman with insurance is going to ask for the survey before touching pre-1990 material, and most Fraser Valley building departments want a hazardous materials report before issuing a demolition permit, so check with Abbotsford, Chilliwack, Mission or Langley on your own address. Having the report in hand keeps the rebuild moving rather than stalling it in week three.

None of this is meant to frighten anyone. WorkSafeBC reports that asbestos exposure was a factor in 61 work-related deaths in BC in 2022, roughly a third of all work-related deaths that year, and calls it the number one killer of workers in the province. Those are occupational exposures built up over decades, not one wet weekend. But it is why the rules exist, and why a few hundred dollars of testing is treated as normal in this province rather than as an overreaction.

What is the right order of operations?

Written out, the whole sequence looks like this:

  1. Make it safe. Cut power to the wet area from a dry location if water reached outlets, cords or the panel.
  2. Photograph everything before anything moves, for your insurer and your own memory.
  3. Get the water out and the air moving. Pump or extract, then fans and a dehumidifier.
  4. Move contents out. Cardboard, paper, fabric and anything porous should leave the room.
  5. If the home is pre-1990, book the material survey now, in parallel with drying. It is the long-lead item, and it decides how step 8 gets done.
  6. Find out how the water got in. Camera the perimeter drains, walk the outside in the rain, check downspout discharge and grading.
  7. Fix the water source. Downspout rerouting, drain flushing, a sectional repair, full replacement, or a sump system, depending on what the camera found.
  8. Remove wet material in whatever manner the survey results call for.
  9. Rebuild last.

Steps 5 and 6 are the two that get skipped, and they are the two that are cheap.

How do you know the water problem is actually fixed?

Honestly, a full wet season is the only real proof. A basement that stayed dry through July has proven nothing in a region where most of the rain lands between October and March.

What gives you reasonable confidence before then:

  • Camera footage showing clean, continuous pipe with visible flow, rather than silt, root balls or a crushed section.
  • Every downspout discharging into a working line that carries water away from the house, not spilling beside the foundation.
  • Ground that falls away from the wall for the first few feet, with no low spot holding water against the concrete.
  • On a flat lot, a sump that cycles properly and has backup power for the storm that takes the grid out with it.

Get those four right and the rebuild is worth doing. Rebuild before them and you are gambling on a dry winter, which the Fraser Valley does not reliably supply.

Frequently Asked Questions

Can I rip out the wet drywall and flooring myself?

In a home built after about 1990, usually yes, with a mask, gloves and good ventilation. In an older home, get the material identified first. Old vinyl tile, the black mastic under it, joint compound and textured ceiling coat are the common pre-1990 concerns, and all of them are far harder to deal with once they have been smashed and spread around the house. A few lab samples cost less than cleaning up after a rushed demolition.

Should I dry the basement first or fix the drainage first?

Dry first, always. Drying is time sensitive and drainage work is not, and you can run fans and a dehumidifier without touching a wall. Book the drainage diagnosis in the same week so the two run in parallel. The order that actually matters is at the other end of the job: do not rebuild the finished basement until the water source is fixed, or you will pay for the same drywall twice.

How do I know if my old basement floor tile contains asbestos?

You cannot tell by looking, and neither can any contractor. Age and size are hints, since nine by nine inch tiles from the 1950s through the 1980s are the classic suspect, and the black adhesive under them is often more of an issue than the tile itself. The only way to know is a lab test on a small sample collected by someone trained to take it properly. Results usually come back within a few days.

Does home insurance cover any of this?

It depends on how the water got in and which endorsements you carry. Groundwater seeping through the foundation is excluded from most BC policies, and no policy pays to replace failed perimeter drains, because that is treated as maintenance rather than sudden damage. Overland water and sewer backup are separate optional endorsements. Photograph everything before you move it and call your broker early, since evidence gathered after cleanup is worth much less.

What if water keeps coming back before I can rebuild?

That is the house telling you the source is still open. Water returning to the same spot through a wet season usually points at one failed section of perimeter drain, a downspout discharging beside the foundation, or ground that slopes back toward the house.
